Will your Idaho Property Tax Assessments drop?.... Not necessarily

If assessed home values drop, will property your taxes do the same?

Uncle SamYou should be receiving your new "Property Valuation Notices" in the mail very soon.

I know that everyone is hoping their tax assessed value will be reduced on these valuations.  Unfortunately, whether your home value goes up or down, your property taxes won't necessarily follow suit.

"Taxes are not tied directly to home values, despite what a lot of people think," said Alan Dornfest, property tax policy supervisor for the Idaho State Tax Commission.

According to him, "Your Taxes are based on the budgets of taxing districts." and  "If cities, counties, and other taxing districts budget the same amount from property tax from one year to the next, but property values go down, the levy rate goes up automatically to compensate."

For most taxing districts, budgets aren't set until August or early September, so final property tax amounts won't be certain until then.

Dornfest said property values are determined by county assessors as of January 1 of each year, so whatever happens to the real estate market later in the year has no impact until the following year's assessment. While property values have plummeted in some parts of Idaho during 2009, Dornfest said, they've actually risen in others.

The Tax Commission oversees Idaho's property tax system, which is administered by the counties. For more information on property assessments and taxes, visit the Property Tax section of the Tax Commission's Web site at tax.idaho.gov.

Home Buyer Tax Credit CAN be used for Down Payment in IDAHO - Here is how

IHFA's Down Payment Assistance Tax Credit Advance - TAX CREDIT 2nd LOAN

The American Recovery and Reinvestment Act of 2009 provided a federal income tax credit for first-time homebuyers of 10% of the sales price, up to a maximum of $8,000. This tax credit is available to qualified home buyers who purchase a home by December 1, 2009. In order to help buyers monetize this tax credit for down payment and closing costs when they purchase a home, Idaho Housing and Finance Association (IHFA), through its IdaMortgage lending program, is offering a special short-term Tax Credit 2nd Loan to qualified buyers.

In conjunction with an IdaMortgage loan, a subordinate loan will be offered to qualified borrowers of up to $7,000, not to exceed 100% CLTV at 3.0% interest and with a due date of July 1, 2010. The Tax Credit 2nd Loan is expected to be paid off from the borrowers tax refund obtained through use of the federal tax credit.

Borrower qualifications are:

1) first time homebuyer (Has not owned a home in at least 3-years) 

2) FICO score of no less than 640, and a total debt ratio of no more than 45% ,

3) completed certification from the home buyer and a qualified tax preparer that he/she expects a tax refund of at least the amount of the loan, and

4) qualifies for an IdaMortgage loan. First time homebuyers with credit scores of 700+ will not be required to produce a certification.

How Much Does it Cost to Build a Home?" - Answers to that Question....

It is not unusual to have the question "How much does it cost to build a home" directed at me.   I wish there was a simple answer.   However, it is far from simple.

Let's start with the type Floor Plan your home will have.   

2-Story with bonus over garage - Tim Jank and Associates - Custom Home Builders - IdahoDo you want a Rancher (one-level home), Rancher with a Basement (one-level home with basement), Rancher with a daylight walk-out basement (1-or more walls are not in earth), Rancher with a Bonus room above the garage, Rancher with a bonus room above garage and a basement or daylight basement?

Do you want a 2-story home ( a home with the square footage equally distributed on each of the 2-levels) a 2-story with a Basement, 2-story with a daylight walk-out, 2-story with a bonus room above garage, 2-story with bonus room above the garage and a basement?

Do you want a Multi-Level home, a tri-level, four-level home (homes where the Living room dining room, kitchen and a ½ bath are on the main level and then you go ½ flight of stairs to bedrooms and baths and down ½ flight of stairs under the upper level to a ½ submerged basement (your windows start at ground level and go up 2-1/2+ft.) with a family room additional bedrooms & baths?   A four level would take you down below the main level of the home to a fully submerged basement for additional space.

Tim Jank and Associates - Custom Home Builders - Rancher w/Bonus RmDo you want a Split-Entry home?  A split entry is where you enter the Entry of the home on the main-level and then have to go up or down a full flight of stairs to go to the living areas.  Upstairs are usually a Living Room, Dining Room, Kitchen, bath and bedroom(s).  Down stairs are usually a family room laundry room, bath and additional bedroom(s).  The down stairs is ½ submerged into the ground (windows start at ground level and go up about 2-1/2+ft).

There are even more styles than these, but I think you get the idea of the many different Floor Plan Styles.

Let's say you want to build a home that has a total of 2,000 sq. ft. and you want the Floor Plan that will give you that amount of square footage for the LEAST amount of money.

Two Story - Tim Jank and Associates - Custom Home BuildersHere are the Floor Plans in the order of Least to Most expensive to build 2000 sq. ft.

1. Split-Entry

2. Multi- Level

3. Rancher with Basement

4. 2-Story

5.  Rancher

The least expensive floor plan to give you the 2000 sq. ft. you want would be Split Entry. 

But, let's say you don't like the idea of having to go up and down flights of stairs to get into the house or to go between levels.  Then you would opt to pay a little more for your 2000 sq. ft. by going to the Multi-level with allows you to enter the home without having to use stairs.  Once you are inside the main-level of the home the flights of stairs to the different levels are shorter flights or ½ flights.

Rancher with Daylight Walk-out BasementNow you have decided that even ½ flights of stairs are more than you want to deal with on a daily basis getting to and from the living areas you use on a daily basis. That would take you to another price level up to Rancher with a Basement (1000 sq. ft. on the main level and 1000 sq. ft. in the basement).  Most of your daily living needs would be on the main level.  Living room, dining room, kitchen, bath, your bedroom.   The basement would have your Family room, hobby room, guest room, bath room and possibly a laundry room unless you want it upstairs. (Add more money for a daylight walk-out basement).

So, you don't like basements, walk-out or otherwise.  Then you would go up another price level to the Two-Story home (I think we all know what that is)

After all that... you have now decided that you don't like stairs at all... nada... zip... Well, you have just found the most expensive way to get 2000 sq. ft.  It is called "The Rancher" One-Level home.  All 2000 sq. ft.  are spread out on the same level.  No stairs. 

WE ARE NOT DONE YET!

Once you have decided which floor-plan best suits your needs for that 2000 sq. ft. home, you have to decide what amenities or upgrades to the home are the most important to you.  I.e., Granite, stone, tile, kitchen, baths, fireplace(s), lighting, moldings, floorings, siding, roofing, flatwork (patios, pathways).

To give you an example:  A full kitchen appliance package could be done for $2500 or it can be done for $25,000.   A full lighting package could be done for $600 or $16,000. It all depends on your specific needs and wants. (these are generalized prices not exact).

WE HAVE ANOTHER ISSUE!

The lot (Land) you choose to build on will dictate the type of floor plan you will be able to build.  The width, depth, slope, steepness, levelness, shape, etc... of the lot (Land) has much to do with what you can build.  Different types of lots have different ADDED costs to build.   Do you need retaining walls, a longer driveway, additional engineering, etc? 
**That great buy you got on your lot (land) may have had allot to do with your unseen "ADDED COSTS" to build.**

Are you starting to see the "DIFFICULT to ANSWER" Part?

If I had to generalize, using a 2000 sq. ft. Rancher (the per sq. ft. costs are relative to our area in Kootenai County, Idaho.  Your per sq. ft. costs may or will differ):

  •  An entry level (simple design, inexpensive grade materials, no bells or whistles!) 2000 sq. ft. "RANCHER" with a 2-car garage could be built for as little as $80+/- per sq. ft.
  •  A moderately priced "Rancher" with some higher end amenities and building materials (siding, roof, stone, etc) and higher kitchen, bath, flooring, counters, lighting allowance) could be $100+/- per sq. ft.
  •  A very nice "Rancher"  with a 3-Car garage and really good blend of higher end building materials, amenities, and style could be $140+/- per sq. ft. (See 2nd Photo "Rancher w/Bonus Rm")
  • If you are the type of person that has to "HAVE IT ALL" you could be looking upwards to the $200+/- per sq. ft.

I have barely touched on the things that determine your "COSTS to BUILD." This has been a generalization.  Your specific needs and/or type of land you are building on will reduce or increase the "Costs to Build"

The State, City, Town, and or distances to where building materials are available will also make a difference in "Cost to Build."   Accessibility to your property can be another issue.

So, as you can see, the "Cost to Build" is very relative!

Avondale Golf Course 11th fairwayThe 18-hole "Avondale" course at the Avondale Golf & Tennis Club facility in Hayden Lake, Idaho features 6,573 yards of golf from the longest tees for a par of 74 . The course rating is 77.8 and it has a slope rating of 142 on Blue grass.  Designed by Melvin Hueston, the Avondale golf course opened in 1968. 

This tree-lined course was designed with the thinking golfer in mind. Experienced golfers will quickly learn that you don't have to use your driver on every hole. However, some of the par 4's are long, and some par 5's feature dogleg fairways. Mark Rathert redesigned and oversaw the recent course renovations. Postal Rates are going up AGAIN!! - Still Time to purchase "Forever Stamp"

Postal Rates are going up again!  On May 11th the price of a stamp goes up to $44 cents for 1oz.  $.61 cents for 2oz.   However, there is still time to purchase the "Forever Stamp" priced at $.42 cents per stamp (1oz)  It is good "Forever" just like it's name the "Forever Stamp" ......

PARSIPPANY, N.J. (May 4, 2009) - Coldwell Banker Real Estate LLC today launched an innovative branded YouTubeTM channel designed to offer consumers a new way to search for and interact with real estate information and listings.  Named Coldwell Banker On Location (www.youtube.com/coldwellbanker), the channel was created to more fully tap into the power of video for real estate search and discovery, and to drill deeper into the local insights that consumers want.

To create On Location, Coldwell Banker Real Estate closely collaborated with both YouTube, a Google subsidiary, and Google to develop a customized framework and user experience - offering what is arguably one of the most comprehensive and immersive brand channels on the YouTube platform.  On Location is the first branded YouTube channel to use dynamic IP lookup to search for videos, which automatically serves up local results when visitors first hit the site.

An Emphasis on Video and Local Content

Two areas of strategic focus set Coldwell Banker On Location apart from other real estate Web sites.  First, it showcases the power of video to bring real estate more vividly to life - offering behind-the-scenes looks at towns and neighborhoods, smart tips and timely news on real estate topics, and video listings of homes for sale.  Second, content posted to On Location has a strong emphasis on local information and insights, so consumers can dig deeper into the areas of the country that interest them most.

Supporting this highly localized perspective is one of the more unique aspects of Coldwell Banker On Location - the ability to search for videos through a special map feature that has been developed specifically for the site.  The map ‘widget' is a prominent feature at the top of the On Location site and the main starting point for consumers searching for a home, a specific area of the country or more information on a real estate topic.

At launch, Coldwell Banker On Location will be the first YouTube brand channel to use dynamic IP look-up, so visitors to the site will automatically be shown video search results from their own area / zip code.  Then by clicking the link "Browse By Map," consumers can enter the city / state or zip code of their choosing - which will immediately pull up all videos posted to On Location associated with that area.  These video results are displayed as icons on the map.

Each search will return a wide range of video results, including video listings, spotlights on that local community and Coldwell Banker sales associate/representative profiles.  Consumers can click through to view specific videos - as well as connect back to the main Coldwell Banker Web site to learn more about a specific property for sale.

Some of the video and written content for On Location will be supplied by a select group of content providers, including the Associated Press, CNN, Reel Productions TV, This Old House and TurnHere.  Coldwell Banker On Location will complement the company's main Web site at www.coldwellbanker.com - including the ‘Learn' section which features educational content as well as news articles and updates on the real estate sector. It extends the company's already robust social media strategy, which includes Facebook pages for the brand and its two founders, Colbert Coldwell and Arthur Banker, a Twitter feed (www.twitter.com/coldwellbnkr) and profiles on Flickr and FriendFeed.

 In addition to using YouTube as a platform, Coldwell Banker Real Estate is using the Google family of ad networks and channels for promotion of On Location.  This includes both Google and YouTube search ads, YouTube banner promotions and Google TV.
